【摘要】 "山东蓝区"正处在新旧动能转换和转型升级的关键时期,需要适时调整和完善体制机制,以适应不断变化的外部环境和蓝色经济区内部的新发展、新要求。从海洋管理、海陆统筹发展、人才培养与引进、产学研、投融资、海洋生态环境、区域合作等方面系统分析了"山东蓝区"建设体制机制的现实实践和运行效果,发现"山东蓝区"仍然存在管理体制漏洞较多、海陆统筹机制不完善、人才与创新机制约束明显、产学研协作机制不健全、投融资支撑能力不足、海洋生态环境保护工作亟待加强、区域间合作机制形式化严重等问题,鉴于此,从推动实施"多规合一"、深化海洋管理体制改革、构建区域协同发展机制、破除科技创新体制障碍、构建多元化投融资体系、完善生态环境补偿机制等方面提出了推进"山东蓝区"建设体制机制创新的政策建议,以期对实现"山东蓝区"的跨越式发展具有指导作用。更多还原

【Abstract】 The blue economic zone of Shandong Peninsula is in the critical period of new and old kinetic energy conversion and upgrading,which requires timely adjustment and improvement of system and mechanism to meet with the change of external environment and internal development.This paper analyzes the practical and operational effect of the system and mechanism construction in the blue economic zone of Shandong Peninsula from the aspects of marine management,overall development of land and sea,training and introduction of talents,industry,university and research,investment and financing,marine ecological environment,and regional cooperation.It is found that there are still such problems in the blue economic zone of Shandong Peninsula as loopholes in the management system,the imperfect coordination mechanism between land and sea,the obvious constraints on talents and innovation mechanisms,the imperfect mechanism of industry,university and research,the lack of investment and financing support capacity,the urgent need to strengthen marine ecological environmental protection,and the serious formalism of interregional cooperation mechanisms.Based on this,the paper puts forward relevant policy recommendations to promote the innovation of the system and mechanism from the implementation of "multi-regulation integration",deepening the reform of the marine management system,building a mechanism for regional coordinated development,removing obstacles to science and technology innovation,building a diversified investment and financing system,and improving the ecological and environmental compensation mechanism.It is expected to guide the leap-forward development in the blue economic zone of Shandong Peninsula.更多还原
